Manisha Kavadi represents public school systems in many aspects of education law. She has developed a special expertise in matters involving special education law. Specifically, Ms. Kavadi advises on the formulation and drafting of school policies, provides employee training, and represents Boards of Education in special education litigation.
Ms. Kavadi has an active litigation practice in administrative tribunals as well as in state and federal courts. She has served as lead counsel in over 100 special education cases. In addition to her trial experience, Ms. Kavadi is regularly involved on behalf of her clients in dispute resolution through IEP meetings, mediation and the state complaint process.
Prior to joining Carney, Kelehan, Bresler, Bennett & Scherr, Ms. Kavadi worked for the Anne Arundel County Public Schools advising school system employees regarding general education and employment law. She has also worked for the National Association of State Boards of Education, where she assessed and analyzed bills introduced in the United States Congress concerning education, child care, nutrition, crime, welfare, job-training, and funding. She additionally advised National Association of State Boards of Education members on the implications of federal policy on state law.
Ms. Kavadi was an Adjunct Faculty Member at Towson University, where she taught “Legal Issues in Special Education” to graduate students in the University’s College of Education. The class addressed the Individuals with Disabilities Education Act and §504-related issues. She has also presented numerous state-wide continuing education courses in Maryland and for individual clients on legal topics such as special education, student discipline, confidentiality of records, and private-parochial agreements.
Ms. Kavadi has served as guest lecturer to graduate students at Goucher College and John Hopkins University-Montgomery College campus. She is conversant in Hindi, fluent in Marathi, and is a member of Indian-American community organizations, including the South Asian Bar Association.Practices
